The BLET Amtrak General Committee of Adjustment is divided into three geographic areas of jurisdiction throughout the United States, which are the: Eastern, Midwest, and Western regions. The 26 Local Divisions within those 3 regions fall under the jurisdiction of the respective Regional Chairman, who in turn report to the General Chairman. The Executive Committee is comprised of the General Chairman, Secretary Treasurer and three Regional Chairmen. The General Committee office is located in Wall Township, New Jersey.

In addition to representing Amtrak Passenger Engineers nationally the GCA also represents Passenger Engineers working on the Massachusetts Bay Commuter Railroad (MBCR), Caltrain (Transit America Services, Inc), and  Virginia Railway Express (VRE).
